What is a good wide fisheye lens that would work with a Nikon D5100 for $500 or less? Good for action shots?
I want a really wide angle shot, 8mm or a little less, but I really need something that has a quick shutter speed for fast action shots. I would like to spend at the most $500, any suggestions?
you mean a wide aperture I guess, as the shutter is in the camera 
Your best bet is probably the Samyang/Bower/Pro-Optic/Vivitar 8mm f3.5 fisheye. 3 reasons:
A lens that wide rarely needs to be accurately focused, just set it to .5m and smaller aperture and forget it (D.O.F. is huge); and AF function may even slow it down (or the camera anyway). Samyang makes UMC versions with automatic metering with all Nikon cameras, the cheaper standard version don't have that feature though; Not sure if the 8mm comes as UMC. That notwithstanding, it is much wider than Nikon's widest 10.5mm, optically better and much cheaper.
